Why is Russia using surface-to-air missile to hit ground targets in Ukraine?

Dr Sidharth Kaushai, from RUSI, told Forces News it is reported Russia has fitted S-300V ground-to-air missiles with GPS guidance kits to enable them to hit ground targets.

Dr Kaushai says one interpretation is that it is due to material shortages, but he believes it is "premature" to argue that.

Another reason, he said, could be that the target in question was perhaps not valuable enough to use a more dedicated precision missile.

He added it could also be because a commander on site needed to call in an attack and the S-300V was best asset in position to deliver the attack.
